Answer:
It is not only normal, it would be expected. Boys and girls start puberty at roughly the same time hormonally, though the starting time varies widely between individuals. However, even when the hormones rise at roughly the same time, girls begin showing external signs of puberty about a year before boys. In addition, it takes about five years for a girl to complete her physical development, while it typically takes a boy about eight to ten years to complete his physical development.
Therefore most fourteen year old girls are much more physically and mentally mature than most fourteen year old boys.
